The Town of Manchester Community Development Block Grant (CDBG) program, administered by the U.S. Department of Housing and Urban Development (HUD), provides an annual grant which supports a variety of projects and activities to benefit Manchester residents. Communities participating in the CDBG program have a great deal of discretion regarding the use of grant funds as long as proposed projects and activities:

  •          meet one or more national objectives;
  •          are eligible according to HUD guidelines; and
  •          at least 70% of the grant funds expended benefit low and moderate income residents.

The Town has adopted the following community development goal to determine how CDBG funds will be allocated:

To preserve, improve and revitalize our older neighborhoods, where housing and other needs are greatest and broadest, so they will continue to be livable and attractive neighborhoods.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Notice of Annual Action Plan for Program Year 50

(October 1, 2024 – September 30, 2025)

Each year, Manchester receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). CDBG funds can support a broad range of community projects and activities, provided they: (i) benefit low and moderate-income persons, (ii) aid in the prevention and elimination of slum or blight; or (iii) meet other urgent community development needs for which other funding is not available. Manchester will enter its 50th CDBG program year on October 1, 2024 with an allocation of $565,198. The Town has developed its 2024-2025 Action Plan including the following funded projects:

ADMINISTRATION $113,030 Oversight, management and coordination of the CDBG program. Eligible activity under 24 CFR 570.206

PUBLIC SERVICES (All activities eligible under 24 CFR 570.201(e)) The Health Collective: Dentistry for Seniors $26,000 Mobile health program to provide seniors with dentures and oral health information. Interval House: Community Programs $10,000 Fund staff who provide services and assistance to survivors of domestic violence in Manchester. Partnership to End Human Trafficking: Transitional Residential Program $25,648 Fund staff to provide housing and support services to victims of human trafficking. Senior Adult and Family Services: Hoarding Remediation Program $20,000 Fund cleanouts of homes deemed or at-risk of being uninhabitable due to hoarding conditions.

CAPITAL AND OTHER PROJECTS Public Works: 163 Spruce St. Parking Lot $132,000 Construct a new parking lot and connecting sidewalk to the East Side Neighborhood Resource Center. Eligible under 24 CFR 570.201(c) Housing Rehab Program $63,520 Address lead-based paint and property maintenance code deficiencies in homes. Also funds emergency replacements of non-functioning boilers, furnaces, etc. Eligible under 24 CFR 570.202(a)(1) Rebuilding Together Roofing Program $175,000 Funds roof replacements and, when necessary, chimney repairs at income-eligible properties. Eligible under 24 CFR 570.202(a)(1)

The Board of Directors will accept comments on the plan at a public hearing during its July 9, 2024 meeting which begins at 7:00 p.m. in the Lincoln Center Hearing Room and online. Copies of the Action Plan may be viewed on the Town’s website at www.townofmanchester.org then search “Community Development Block Grant”.
