The Connecticut Department of Transportation (CTDOT), the Federal Highway Administration (FHWA), and the University of Connecticut (UConn) are studying the effects of changing pedestrian signal phasing in the State. As part of this project, CTDOT will be converting the pedestrian phase at pre-selected State-owned traffic control signals to "Concurrent Phasing" in Summer 2025. These changes may help to shorten the time waiting to cross the street with the "WALK" light. Better compliance with the traffic signal will improve safety.

Concurrent Phasing Pedestrian Signals

Concurrent Phasing Pedestrian Signals allow pedestrians to cross the main road while drivers moving parallel (same direction) have a green light indication. UConn has mailed a postcard to residents living in the vicinity of both intersections. A copy of the postcard is linked in the sidebar of this web page. The QR code on the postcard links to a CTDOT published video on YouTube with a brief explanation of the changes and their benefits for pedestrians, cyclists and drivers.   • Pedestrians will have a "WALK" symbol indicating when to begin crossing.
  • A flashing hand during the countdown is to indicate that you should not start crossing if you are still at the curb.
  • The countdown indicates the time remaining to cross the road if you are already crossing. 
  • A solid hand means it is not safe to cross the road.

Drivers will also see supplemental signs posted at these intersections reminding them when turning that they must yield to all pedestrians in the crosswalk first before turning. The following image is an example of the signs that will be posted.

Locations in Manchester

State-owned Intersections

The Manchester intersections being revised by CTDOT in Summer 2025 are:

  • Route 83 (Main Street) at Middle Turnpike East & Middle Turnpike West
  • State Road 502 (W Center Street) at Adams Street South and Waddell Road

Town-owned Intersections

Concurrent Phasing is not new to Manchester. The Town of Manchester has two similar intersections that have Concurrent Signal Phasing for pedestrians already in operation. Both intersections are found in the Buckland area:

  • Buckland Street at Pleasant Valley Road & Buckland Hill Drive
  • Tolland Turnpike at Buckland Street and Adams Street

These intersections utilize the walk light with countdown indications that operate with adjacent vehicle traffic. However, the flashing yellow right-turn arrow and changeable blank-out signs are not included at the smaller CTDOT intersections noted in the study.
