The Town of Manchester received Track 1 funding from the Connecticut Department of Energy and Environmental Protection (CTDEEP) through its Climate Resilience Fund grant program to engage a qualified consulting engineer to develop a comprehensive plan to assist the Town with identifying vulnerabilities in its stormwater management infrastructure, to understand the implications of current and future extreme precipitation events and to identify mitigation solutions to reduce the negative impact of climate change. These solutions would help short-list potential projects that the Town could ultimately pursue funding grant(s) through Track 2 of the same grant program (Climate Resilience Fund.)

Next Steps
The Town's Community Meetings have been completed and the next steps are for the Consultant to prepare the Flood Resiliency Plan document. The document will provide the framework to aid the Town of Manchester in pursuing other funding sources such as grants through the Connecticut Department of Energy and Environmental Protection. Grants will help to offset costs to the Town of Manchester in order to advance the identified flood-mitigation projects. The final draft of the Flood Resiliency Plan will be presented to the public at a future date once completed.

On March 12, 2026 the Town of Manchester and its Consultant, Thornton Tomassetti, Inc. held a virtual Community Meeting on the Zoom platform. The Consultant team will shared their recommended solutions for each of the top identified priority areas previously identified at the November 2025 Informational Meeting.

By the November, the project team has collected data, analyzed flood risks, and incorporated community input. Thornton Tomassetti, Inc. updated the public on its findings from the Risk Assessment during a Thursday November 13, 2025 virtual meeting on Zoom. The Consultant spoke about how the flood risk assessment was conducted, the results and findings from the analysis, and the next steps in developing strategies to reduce flood risk in Manchester.

Previous Meeting: August 14, 2025 Community Engagement Meeting
The Town has made a recording available on Youtube from the first Community Engagement Meeting with representatives from the Town Public Works Engineering Division and the Town's Consultant leading the study Thornton Tomasetti, Inc. The meeting was held in a virtual format using Microsoft Teams on August 14, 2025.

Project Timeline & Schedule
Below is an image of the current timeline of the study. The project had a kickoff in May 2025 followed by the consultant doing data gathering from not only the Town's GIS and other Engineering data, but from other publicly available sources. Recently in August 2025, the Town and their consultant led the first Community Engagement meeting soliciting feedback and input from the community. The consultant then developed their model and its scenarios to develop a Town-wide Risk Assessment. The Risk Assessment was used to develop a list of recommended priority areas.
The most recent Public Informational Meeting was held on Thursday November 13, 2025. The meeting was held virtually and was open to the public to learn more about the study's findings and its recommended priority areas.
