As part of our commitment to serving Manchester residents, the Town provides funding for several local health and human service agencies. We have chosen to support these organizations and their programs because of the valuable services they provide to our community. These services include:

• Child care and early childhood education
• Mental health services
• Housing assistance
• Services for people with disabilities
• Food/clothing/shelter assistance
• Alcohol/substance abuse counseling & treatment
• Elder care, homebound services & hospice care

Senior Volunteer Tax Credit Program

The Senior Volunteer Tax Credit Program allows seniors the opportunity to volunteer their experience and services to participating agencies that consist of various non-profit Manchester agencies and Town departments, such as; Manchester Area Conference of Churches (MACC) and the Manchester Historical Society. The program runs from November to May.

By participating, qualified seniors are able to receive up to $500 tax credit off of their property tax. The program allows up to 30 volunteers. Some of the qualifications are as follows:

Do you have an annual income of not more than $43,800 unmarried or $53,400 as a married couple for the previous calendar year that you are applying for? Amounts are subject to change each year and are released in Nov/Dec timeframe. 

Will you be 65 years of age or older by December 31st proceeding the filing period?

Do you own real property (home) in Manchester?

Do you occupy the property as your principal residence?

Are you able to work a minimum of 50 hours of volunteer service in Manchester between the time we qualify you for this program and May 15th, 2024?

If you answered yes to these questions, you may qualify for the Senior Volunteer Tax Credit Program OR if you were approved for the Town of Manchester’s Senior Property Tax Relief Program, through the Assessor's Office, you automatically qualify for the Senior Volunteer Tax Credit Program and you will need to provide documentation from the Manchester Office of Assessment and Collection.

This is an annual program designed to generate funding for municipal and tax exempt organizations by providing a corporation business tax credit for businesses who make cash contributions to one or more of these entities.

Neighborhood Assistance Act

Government Academy has reached capacity for the Fall 2025 session.

The Town of Manchester is now accepting applications for Government Academy Fall 2025 session. The program provides an opportunity to learn about the inner workings of local government with a series of interactive sessions by covering everything from public safety to the public library.

Participants will experience a lively blend of demonstrations, presentations, and tours, all conducted in a casual format at numerous sites throughout the Town and can expect to come away with a heightened awareness and knowledge of local government operations as well as a greater understanding of how to get involved in local affairs.

The Human Services Administration (Weiss Bldg. 479 Main Street, Manchester) will be accepting VISA gift cards ($25 increments)

and/or monetary donations for the 2025/2026 school year

We will be distributing a Gift Card to eligible families for the purchase of school supplies for children grades K-12

If you, or anyone you know, including an organization, would like to donate, we will be collecting them

July 7th - August 15, 2025

Your donation can make a world of difference to a child in need and would be greatly appreciated!!
