Smoke from the wildfires in Ontario Canada is making the air quality unhealthy across Connecticut. Certain people may be impacted by these conditions more than others. This may include young children, the elderly and people with compromised immune systems or chronic medical conditions, such as asthma or heart and lung conditions.
Due to staffing shortages in the Building Inspection Division, permit processing and inspection scheduling may be delayed. To monitor your permit status, visit the Online Permit Portal or call 860-647-3052. We appreciate your patience and apologize for any inconvenience.
The Town of Manchester mailed the tax bills for the October 1, 2025 Grand List on June 22, 2026. The first installment of taxes on the Grand List of October 1, 2025 are due and payable on July 1, 2026. Failure to pay any tax that is due by August 3, 2026 will cause the tax to become delinquent and subject to interest at the rate of 1.5% per month, back to the original due date of July 1, 2026.
Manchester has a combined planning and zoning commission. It has also been designated the Inland Wetlands Agency and the Aquifer Protection Agency. This means that a property owner or developer can obtain all of the necessary land use approvals from one body, creating a coordinated, streamlined process.
Prepare and adopt the plan of conservation and development; review and make recommendations on proposed municipal improvements; establish regulations for subdivision of land; hear and decide on applications for the subdivision of land.
Establish zoning districts and regulations; provide for the manner of enforcement of regulations; hear and decide on site plans, special exceptions or special permits for development.
Adopt wetlands/watercourse boundaries and regulations; hear and decide on applications for work involving regulated activities in wetlands or watercourses; hear and decide on petitions to change regulations or boundaries.
Adopt and implement regulations to protect Manchester's groundwater supply; inventory and register existing regulated facilities in Aquifer Protection Areas; hear and decide on applications for new regulated activities.
