General Manager's Office

Form of Government - The Town of Manchester, Connecticut is organized under the Council-Manager form of government. The General Manager's office provides management services and coordination to insure effective and efficient delivery of services consistent with the policy of the Board of Directors and the Town Charter. The nine-member Board of Directors is elected biennially by the registered voters of Manchester for a two-year term. The General Manager is the Town's chief executive and appointed by the Board of Directors.



Steve Stephanou - General Manager

General Manager

Born and raised in Manchester, Steve is currently the General Manager for the Town of Manchester. In this role, he provides administrative management of Town operations and helps to ensure the effective delivery of services to the community consistent with the policy of the Board of Directors. Steve has a passion for making government more effective and responsive to the needs of the community it serves.

Prior to joining the Town, he worked for the City of Boston, serving in various roles including Deputy Commissioner of Administration and Finance and Management Analyst. He began his career with the U.S. Department of Veterans Affairs, serving as a Program Analyst. Steve holds a master’s degree in Public Administration from New York University, a B.A. from the University of Connecticut and is a proud graduate of Manchester High, Illing Middle, and Waddell Elementary.

Steve loves history, being outdoors, the Red Sox, Patriots, and UConn basketball. He and his wife Kelly live in Manchester with their two sons Liam and Cian, and crazy but loveable dog Lincoln.

Kasia Purciello - Assistant General Manager

Kasia is the Assistant General Manager for the Town of Manchester. In this role, Kasia assists the General Manager in the administrative management and operations of the Town.

Prior to this role, Kasia spent three years as the Assistant Town Manager of Enfield, Connecticut. Kasia’s career began as a Budget Specialist for the Office of Policy and Management. She holds a Master’s of Public Administration and Certificate in Public Financial Management from the UCONN School of Public Policy. In addition, Kasia holds a Bachelors of Arts in Political Science and Human Development and Family Studies from the University of Connecticut.

In her spare time, Kasia enjoys hiking, playing tennis, and the beach with her family.
