The Town of Manchester Department of Public Works, Engineering Division proposes a pavement preservation project on Tolland Turnpike from its intersection at Chapel Road easterly to Buckland Street, connecting into the limits of the previous Tolland Turnpike at Buckland Street and Adams Street traffic control signal replacement project. The pavement preservation project includes the milling and repaving of Tolland Turnpike with limited full depth reconstruction of the roadway to address deficiencies identified in the Local Transportation Capital Improvement Program (LOTCIP) pavement pre-screening completed by the Capitol Region Council of Governments (CRCOG)'s consultant, Beta Group, in December 2021. Generally the roadway has deteriorated with significant cracking and rutting within the project limits. The project is proposed to return the road to a state of good repair.
General Project Information
The pavement portion of the project is broken down into three general areas listed below along with the general work being proposed:
- Tolland Tpke from Adams Street west to the I-84 overpass: milling & paving
- Tolland Tpke bridge over I-84: thin milling & paving (*subject to CTDOT review and approval)
- Tolland Tpke from the I-84 overpass west to Chapel Road: pavement reclamation and paving
The final work proposed and the limits of such work may be revised as the design progresses.
Schedule
The project is currently in the Preliminary Design Phase. A Public Informational Meeting is planned but not yet scheduled. This page will be updated once the meeting date has been set.

Traffic Control Signals
Minor work is proposed at the signalized intersections of Tolland Turnpike at Burr Plaza (west driveway) and the signalized intersection of Tolland Turnpike at the driveway to #1339 Tolland Turnpike (Winstanley/ADUSA/Amazon/JCPenney) to improve detection.
Railroad Crossings
The Town is working with the Railroad owner as the project plans develop.
Road Diet
A road diet is proposed for Tolland Turnpike between Chapel Road and the I-84 overpass as part of the restriping of the road after final paving. The road diet proposes to reduce the number of lanes on the roadway from four (4) lanes to three (3) lanes to improve safety. The road diet will reduce the number of lanes to cross entering and exiting from private driveways in the area while providing wider shoulders.
Multi-Use Path
The project proposes the installation of an asphalt multi-use path within the Tolland Turnpike right of way. This path would connect the Buckland Street Multi-Use Path at the east end of the project to the Captain John Bissell Trail at the west end of the project. The Captain John Bissell Trail follows the I-291 right of way from the Chapel Road intersection south to the East Coast Greenway/Charter Oak Greenway.
Funding
This project is grant funded through the Capitol Region Council of Governments (CRCOG) Local Transportation Capital Improvement Program (LOTCIP) with additional funding through the Connecticut Department of Transportation (CTDOT) Surface Transportation Program - Urban (STP-U) under State Project No. 076-0008.
