General Project Information
The Town of Manchester Department of Public Works, Engineering Division proposes the replacement of an existing traffic control signal at the intersection of Hartford Road at McKee Street and Keeney Street, installation of a new traffic control signal on the I-384 Exit 2 westbound off-ramp at Keeney Street, and minor geometric improvements. Project also includes other appurtenant work such as the installation of concrete sidewalks and ramps, installation of bituminous concrete multi-use path, minor storm drainage construction, bituminous concrete milling and resurfacing, installation of pavement markings, and restoration of lawn areas.

Schedule
The following is a tentative schedule of project milestones and is subject to change at any time. This project is currently developing.
Project has been selected by the Capitol Region Council of Governments and the Connecticut Department of Transportation for grant approval and project authorization. The current schedule is as follows:
- Field Survey by the Engineering Division Survey Unit is ongoing.
- Design by the Engineering Division Design Unit is anticipated to begin summer 2024.
- Construction is anticipated to begin in 2027.
Additional Information
Green Pavement
This project will include the use of "Green Pavement" for portions of designated bicycle lanes in the vicinity of the intersection. Green Pavement enhances the conspicuity of the bicycle lanes by providing enhanced visual cues to other roadway users of where to expect bicycle riders while passing through this busy intersection. The proposed bicycle lanes will provide designated space and guidance for bicycle riders and drivers navigating the intersection.
Bus Stops
Bus stop including location, shelters, and sidewalk connectivity to be reviewed.
Traffic Control Features
Advance Traffic Control features to be included (tentatively) are:
- Inclusion in the Town's closed-loop Adaptive Signal System
- Leading Pedestrian Interval with concurrent pedestrian walk phasing
- Advanced video detection system, including use of the Bike Box safety feature to extend and hold green phases allowing for safe passage of bicycles between conflicting phases
- Accessible pedestrian signals including countdown indications and ADA compliant sidewalk ramps
Funding
This project is grant funded through the Capitol Region Council of Governments (CRCOG) Local Transportation Capital Improvement Program (LOTCIP) under State Project No. 76-0007. Design and Construction Inspection by the Town of Manchester Engineering Division.
