• All current or former owners, or operators of non-residential UST's as described above, are required to notify DEEP and the local fire marshal. For exemptions to this requirement, refer to Section 22a-449(d)-1(a) and Section 22a-449(d)-101(a) RCSA.

Home improvement contractors conducting residential underground heating oil storage tank (UST) removal or replacement must comply with the following:

• Maintain and provide liability insurance coverage of one million dollars ($1,000,000)
• Provide valid State of Connecticut H.I.C. license
• Successful completion of both of the following Department of Energy and Environmental Protection approved Hazardous Material Training Programs:
  • Occupational Safety & Heath Administration’s (OSHA’s) 40-Hour Hazardous Waste Operations Emergency Response (HAZWOPER) Training per 29 CFR 1910.120, and subsequent annual 8-hr refresher training
  • International Codes Council’s (ICC’s) UST Tank Decommissioning U2 Training

Note: UST refers to both a “residential underground heating oil storage tank system” and an “underground storage tank system” as defined in CT General Statutes 20-419.
