The Manchester Police Department is issuing an Snow Emergency Parking Ban in advance of a significant winter storm forecasted for this weekend and into early next week.The parking ban will take effect at 4:00 p.m. on Sunday, February 22, and will remain in effect until 6:00 a.m. on Tuesday, February 24.
Trash and recycling curbside collection will not occur on Monday, 2/23. The normal collection schedule will be pushed back 1 day all week. Residents should keep their trash and recycling bins away from the streets and sidewalks until after snow cleanup has been completed.

The Manchester Planning and Zoning Commission is excited to congratulate PZC Vice Chairman, Pat Kennedy, on receiving the Lifetime Achievement Award from the Connecticut Federation of Planning and Zoning Agencies (CFPZA) which “recognizes someone who has served at least 25 years in the area of land use, either as a member of a land use agency or as a staff advisor to a zoning agency.”
Patrick Kennedy’s service has spanned multiple communities and several decades, throughout which he has exhibited a passion for serving his community and dedication to various civic organizations. His first term of service in land use was on the Hartford Commission on the City Plan where he served from 1988 through 1993. He then served on the South Windsor Planning & Zoning Commission from 2000 through 2013 and was selected as Chairperson in 2005. During his time with the South Windsor PZC, Pat was involved in many decisions on various projects which helped the community grow, including the development of Evergreen Walk. He was also instrumental in guiding the authorship of the Town Plan of Conservation and Development. While in South Windsor, Pat also served the Rotary Club (being President from 2006 to 2007) and the Chamber of Commerce (being President from 2009 to 2010).
Since joining the Manchester community in 2014, Pat has continued his service with the Manchester Rotary Club (currently serving as President), the Land Acquisition & Historic Property Investment Committee, and has also been on the Manchester Planning & Zoning Commission since 2014 (vice-chairperson since 2018). The Manchester Planning and Zoning Commission is grateful to benefit from the wealth of knowledge and experience that Mr. Kennedy so graciously shares with his community. He is highly deserving of this honor.
