The Town of Manchester mailed the tax bills for the October 1, 2025 Grand List on June 22, 2026. The first installment of taxes on the Grand List of October 1, 2025 are due and payable on July 1, 2026.Failure to pay any tax that is due by August 3, 2026 will cause the tax to become delinquent and subject to interest at the rate of 1.5% per month, back to the original due date of July 1, 2026.
The Manchester Landfill and the Commercial Scale will be closed on Friday, June 26 from 12pm to the end of the day for paving. The Transfer Station will still be open for residents to access with Recycling Permits and Punch Cards.
The Water Department will be flushing water mains in areas of the distribution system. Please see the attached list of streets for this week of flushing.Fire flow tests and hydraulic capacity tests of the system will also be done during this week in an effort to decrease the disturbances to our customers.

At Home in War: Stories from a Ukrainian-American in Ukraine
Manchester, CT September 8th, 2022: The Manchester Public Library is pleased to host Manchester native Larissa Babij to speak about her experiences during Russia’s war on Ukraine in “At Home in War: Stories from a Ukrainian-American in Ukraine” on Thursday, September 8, 2022 at 6:30 p.m. at the Whiton Branch Library on 100 North Main Street.
Babij, a Ukrainian-American translator, writer and dancer, grew up in Manchester in a Ukrainian-American family. Curious to learn more about her ancestral home, she moved to Kyiv in 2005, and has been living in Ukraine ever since. On February 24, 2022, as the Russian army was advancing on her home city, she fled westward with millions of other Ukrainians but did not cross the border. Babij will read from “A Kind of Refugee”, her ongoing record of life in Ukraine at war, and answer questions about her experiences fleeing home, coordinating medical aid, and supporting the Ukrainian military's efforts to fight smarter. A selection of recent photo journalism from the war will also be on display at this event.
