Manchester Residents Needing to Use the Transfer Station

Starting July 1st, 2022 for Manchester Residents needing to dispose of eligible items at the Transfer Station, all residential users must:

1) Apply online for the Residential Recycling Permit

2) Purchase punch cards to pay for chargeable materials brought in

Residential permits are to be picked-up at the Sanitation Office located on 311 Olcott St. (They will not be mailed/emailed)

Although we recommend online application submission for faster servicing. You may also fill out an application in-person at the Sanitation Office Window by bringing the required documents mentioned below. 

The recycling permit application must be accompanied by 2 of the items listed below as proof of Manchester residency (note: 1 MUST be a photo ID):

  • State Photo ID / Driver's License (*required*)
  • DMV Vehicle Registration
  • Utility Bill (Gas/Electric) *Water bill not accepted*
  • Cable TV / Internet Bill
  • Valid Lease Agreement

If current address is different from Photo ID address, 2 additional documents from the list above must be provided. 

Other various eligible items may be disposed at the transfer station for a per trip punch fee.

Permitted/NON-Permitted Residential Vehicles(PDF, 361KB)

Only passenger vehicles, residential pick up trucks (no logo), and small single axle trailers are permitted at the transfer station. NO commercial vehicles, box trucks, and double axle trailers are permitted in the transfer station. 

Commercial vehicles (with logos/graphics), box trucks, rented box trucks & double axle trailers must use commercial scale and pay commercial rates (Mon-Fri).

Holiday Schedule and Hours of Operation

The Transfer Station is closed on the six holidays listed below. When any of these holidays fall on a Saturday, the Landfill will be closed that day, and open the preceding Friday. When any of these holidays fall on a Sunday, the Landfill will be closed on the Monday immediately after the Sunday holiday.

Labor Day
Thanksgiving Day
Christmas Day


There is no curbside refuse collection on these holidays when they fall on or are recognized on a weekday. Collection during these holiday weeks is delayed one day on and after the day that the holiday is celebrated. Again, when the holiday falls on a Sunday, collection we be delayed on the next Monday for the entire week following said holiday.

The facility is open on a normal schedule on all other holidays.

Curbside Collection as an Alternative Disposal Method
Residents that are served by the Town's curbside collection program may dispose of many bulky items through a call-in scheduling system as described below. Electronics Recycling

The Town of Manchester hosts a permanent electronics recycling program available at no charge to all Manchester residents. This program, authorized by the Connecticut Department of Environmental Protection's E-Waste Recycling regulations, allows residents to recycle electronics during the normal business hours of the Town's Transfer Station. The Transfer Station is currently open Tuesday through Saturday, from 7:15 A.M. to 2:30 P.M. The Transfer Station is located at 311 Olcott Street. Residents must check in with Town staff for instructions and to be directed to the appropriate electronics recycling container. The program is not available to Manchester businesses or other organizations, it is only for residential electronics.

Residents may recycle up to seven (7) covered electronic devices at one time (per state law). Residents may also recycle an unlimited amount of non-covered electronic devices. Covered electronic devices are listed below. Non-covered electronics are in the list of acceptable items(PDF, 44KB).

There are several options available at local retailers in Manchester to recycle certain types of electronics. These include:

Staples (Glastonbury/Vernon)
Green Monster eRecycling (West Hartford)

Fire Extinguishers and Carbon Monoxide Detectors

FIRE EXTINGUISHERS when full are under pressure and may explode when combined with other materials. As of July 1, 2018, Fire Extinguishers CAN be brought to a Household Hazardous Waste collection event for safe and proper disposal. An alternative is to discharge the tank in a safe location, at which point it has been depressurized and can be thrown away as trash if it is plastic, or recycled as scrap metal at the Town's Transfer Station if it is a metal extinguisher.

CARBON MONOXIDE DETECTORS do not contain radioactive material, so you can treat them as you would photoelectric smoke detectors. Check with the manufacturer to see if they have a take-back program. If they do not, remove the battery from your carbon monoxide detector and throw it in the trash.
