COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Notice of Annual Action Plan for Program Year 48

(October 1, 2022 – September 30, 2023)

Each year, Manchester receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). CDBG funds can support a broad range of community projects and activities, provided they: (i) benefit low and moderate-income persons, (ii) aid in the prevention and elimination of slum or blight; or (iii) meet other community development needs of a particular urgency and for which other funding sources are not available.

Manchester will enter its 48th CDBG program year on October 1, 2022 with an allocation of $523,502. In addition, $24,789 will be reprogrammed from completed Program Year 42 activities to support projects in the upcoming program year. The Town has developed its 2022-2023 Action Plan including the following funded projects:

ADMINISTRATION                                                                                                            $104,100

Oversight, management and coordination of the CDBG program. Eligible activity under 24 CFR 570.206

PUBLIC SERVICES (All activities eligible under 24 CFR 570.201(e))

Career Pathways to Employment                                                                                              $27,514

Career training in manufacturing for lower-income residents and job placement with area companies.

Interval House East                                                                                                                 $10,000

Fund staff who provide services and assistance to victims of domestic violence in Manchester.

CAPITAL AND OTHER PROJECTS

Hilliard St. Sidewalk Installation                                                                                             $83,677

Install new sidewalk on Hilliard St. between Adams St. and Duval St. Eligible under 24 CFR 570.201(c)

Housing Rehab Program                                                                                                        $200,000

Address lead-based paint and property maintenance code deficiencies in homes. Also funds emergency replacements of non-functioning boilers, furnaces, etc. Eligible under 24 CFR 570.202(a)(1)

Rebuilding Together Roofing Program                                                                                   $115,000

Funds roof replacements and, when necessary, chimney repairs at income-eligible properties. Eligible under 24 CFR 570.202(a)(1)

Smoke and CO Detector Program                                                                                              $8,000

Purchase smoke and CO alarms to install in income-eligible households. Eligible under 24 CFR 570.202(b)

The Board of Directors will accept comments on the plan at a public hearing during its July 19, 2022 meeting which begins at 7:00 p.m. in the Lincoln Center Hearing Room and online. Please check http://bod.townofmanchester.org/ for updates and for information about remote access to the meeting.

The plan will be voted on by the Board of Directors at its July 19th meeting. If there are no substantive changes, this notice will serve as the Final Action Plan. The Town intends to submit the Action Plan, along with any public comments received, to HUD on or about July 27, 2022.

SUBSTANTIAL AMENDMENT TO THE MANCHESTER 2020-2021 ACTION PLAN

The Town of Manchester is preparing a Substantial Amendment to the 2020-2021 Community Development Block Grant (CDBG) Action Plan due to receipt of funding under the CARES Act. Manchester’s CDBG-CV allocation under the CARES Act is $812,580.

CDBG-CV funds must be utilized on activities that prevent, prepare for, and respond to coronavirus.
The funding recommendations for the Substantial Amendment are as follows:

Park Improvements $126,396.00

Public Services $660.184.00

Planning and Administration $126.396.00

FUNDING SOURCES:

CDBG-CV - $812,580.00
